Recycling Medical Devices Raises Concerns
"It is impossible to reuse them," said Robert O'Holla, J&J's head of regulatory affairs for medical devices, because they are not designed to be taken apart for cleaning. Yet J&J gets complaints from customers about problems with devices showing excessive wear or bleach on them - signs of reprocessing.

Hepatitis C a Greater Threat to Healthcare Workers Than HIV  
ATLANTA (Reuters Health) - The risk that healthcare workers will become infected with hepatitis C virus (HCV) following an accidental needlestick is 20 to 40 times greater than their risk of HIV infection, according to data presented here at the International Conference on Emerging Infectious Disease.

 

HCV infection has been investigated by the FDA and the CDC.   These agencies have and are re-assuring the public that Immune Globulin is safe....HCV infection has and is occurring in ways other then I.V. Drug use...Other countries have reported similar outbreaks due to Immune Globulin injections.

Immunoglobulins have been used in medicine for years to help prevent or reduce the risk of infections...include Vaccinia,,Tetanus, Hepatitis B, Varicella Zoster immune globulin

In addition, anti-D immune globulin (Rhogam)... the fact that these immune globulin products come from pooled plasma where some donors probably carry transmissible infections.

These high figures were reported throughout 1970's & 1980's.  Since 1989, and mandatory heating or washing of blood products, the annual number of new infections declined  80 % by 1998.  Universal precaution became mandatory in 1996. Vets Warned of Possible Virus Exposure Friday, June 2, 2006 MILWAUKEE - More than 22,000 veterans who underwent prostate biopsies at veterans' hospitals across the country are being warned that improperly sterilized equipment may have exposed them to deadly viruses.

Veterans who had a prostate biopsy between 1989 and 2003 are eligible for free hepatitis C screenings at their nearest Veterans Affairs facility. According to the Department of Veterans Affairs, veterans who had prostate biopsies during this period may have been accidentally exposed to those diseases by being treated with instruments that were not properly sterilized.

Infections Associated with Transrectal Ultrasound-Guided Prostate Biopsies In June 2006, in response to the recent reports of problems with reprocessing prostate biopsy needle guides, FDA issued a Public Health Notification. This notification contains a summary of the recommendations for the proper reprocessing of reusable prostate biopsy equipment. Health-care providers and their staffs should adhere to both the FDA recommendations and the equipment manufacturer's cleaning instructions.

Dear Colleagues:
This is to alert you to the importance of properly cleaning and sterilizing reusable ultrasound biopsy transducer assemblies (i.e., transducer device and associated accessories), and to provide recommendations for doing so. If these devices are not correctly reprocessed between patients, residual material from a previous patient may contaminate the biopsy needle and needle guide when the system is reused for biopsies. This could lead to patient infections.

RESULTS: "We Won" by a 4 to 3 vote, the jetguns are only safe if there is NO DETECTABLE BLOOD on the nozzle area. In addition,  discussed between the World Health and a member of the FDA panel; HCV is a hardier virus that other bloodborne pathogens like Hep B and HIV. The panel determined the 10ppl of blood needed to transmit Hepatitis C is a bogus idea. This excuse is used by the VA and the CDC  to deny claims submitted by veterans stating, it take more blood for Hepatitis C to transmit. In reality, the amount of blood really has nothing to do with the ability to infect. It is the viral load of the blood that sets the precedence for infection 10 pl of blood can transmit Hepatitis C.

During the panel meeting this question posed by Dr. Edmiston to MARTIN FRIEDE, Ph.D., Initiative for Vaccine  Research, World Health Organization:

CHAIRMAN EDMISTON: If the devices are used in a compliant manner
the way they're meant to be used, do you think the devices are safe?

DR. FRIEDE: The devices that we have seen without a protection cap,
we have data from the calves and the data from the Hoffman study in Brazil to show that frequent contamination of the ejected did take place. And that contamination was clearly of a level of blood that we are convinced can carry disease. So the devices which do not have a protection cap which are to be used for giving intramuscular injection
we are convinced that these carry a significant risk.

Veterans who served in Vietnam accounted for more than 60% of all positive test results. More than half of all liver transplant patients within the Veterans Health Administration are the result of the  hepatitis C virus (HCV).  Millions of veterans from all wars were infected and most do not know it.[14] Veterans will  not get tested because they don't think they were exposed to risk factors stated by the Veterans Affairs Department and the Centers for Disease Control (CDC).

The factors for HCV transmission listed by both agencies, predominately focus on drugs, drug paraphernalia, sexually activities and  alcohol as screening tools to test patients.

These Agencies fail to mention, no universal precautions for medical personnel were in place until 1996. Prior to that, it was common practice for medical personnel to reuse devices such as the jetguns, needles and vials that held the vaccine.

The Veterans Administration statistics state 25,470,700 veterans are alive in the United States and the HCV infection rate among veterans in the VA system is about 10% .  This means, based on reported numbers of infected people by the CDC, 3,900,000. [4]  an estimated 11 3/4%  of the general population are veterans, or 458,250 veterans were included in the CDC results.   Based on the infection rate quoted by the VA and CDC: 3,441,750 civilians of which 2,547,070 are Veterans, compromise the majority of infected people in the United States.

Approximately 75%  of the estimated people with HCV are Veterans with infections longer than 20 years.    

Out of the estimated three million chronically infected stated by the National Institutes of Health (NIH), an estimated 2,250,000 had this disease for over 20 years. A projected 20%, or 450,000 veterans, are expected to develop cirrhosis. 90,000 are expected to develop cancer NOW.  [5]
